Drivers Urged to follow Move Over Law

BISMARCK, N.D. – The North Dakota Department of Transportation (NDDOT) and North Dakota Highway Patrol (NDHP) through Vision Zero are reminding drivers to follow the state's expanded Move Over Law—an important measure designed to prevent crashes and save lives on North Dakota’s highways.

As part of North Dakota’s Vision Zero initiative to eliminate motor vehicle crash fatalities and serious injuries, the law requires drivers on multi-lane highways and interstates outside city limits to move over or slow down when approaching any stopped vehicle displaying flashing hazard warning lights—this includes amber, blue, white or red lights.

Originally enacted to protect emergency vehicles, tow trucks and DOT vehicles, the law was expanded in 2023 to include all motor vehicles with flashing hazard lights. Whether it’s a family with a flat tire or a maintenance crew working roadside, this law ensures their safety.

If it’s safe to do so, drivers must move to an adjacent lane. If that’s not possible, they must significantly reduce their speed and proceed with caution.

“Every roadside stop is a potential tragedy waiting to happen,” said Lieutenant Jenna Clawson Huibregtse of the NDHP. “This law isn’t just about compliance—it’s about caring for fellow North Dakotans. We’re asking drivers to stay alert, slow down and move over. A few seconds of caution can save a life.”

Violating the Move Over Law can result in a $50 fine and two points on a driver’s license. Law enforcement continues to place special emphasis on enforcing the law to ensure safer roads for everyone.
